4.6.1 Purpose
The purpose of this provision is to establish procedures that govern various operations and activities associated with the Environmental management programs. These activities, including operations and maintenance, are planned to ensure that they are carried out under specified conditions relative to the implementation of EMS. Such procedures and controls have been documented to ensure that Company’s environmental policy is complied with.
4.6.2 Scope
This procedure will be used to establish the operational controls that are applicable to all activities, and or operations that are associated with significant environmental aspects that the company would like to manage through EMS.
4.6.3 Procedure for Operational Control
(a) Operational procedures are planned and documented in EMS to ensure that all activities are carried out under controlled conditions.
(b) Documented procedures for shipboard operations have been established to demonstrate the ability of company staffs both shipboard and ashore to handle situations that may have the potential of creating an environmental impact. All vessels’ activities will be monitored & reviewed to minimize the absence of any specified conditions or controls that could lead to deviations from company’s environmental policy.
(c) Company intends to increase control over operations and to minimize risk through:
- (i) Identifying specified conditions that have the potential for environmental incidents and accidents.
- (ii) Establish succinct procedures to handle and execute shipboard operations and emergencies especially related to waste stream discharges and to minimize and eliminate pollution.
- (iii) Communication and training of Company personnel to encourage and assign responsibility in following company procedures/work instructions and to make them aware of the environmental, health and safety consequences of deviating from Company policy, procedures, and work instructions within their departments.
- (iv) Establish guidelines for monitoring the implementation of established procedures.
(d) Company has developed management plans and established detailed procedures for operational control and implementation as below:
4.6.3.1 Environmental Protection
Company has adopted, implemented, and enforced Waste Management Procedures as part of the EMS for each managed vessel. Comprehensive and detailed procedures for waste management shall incorporate key components of the EMP. The following shall be provided in the procedures:
- a) Regulatory References as per EMS07F List of legal and other requirements and Regulatory Register
- b) Bilge Systems Schematics: Ship Specific
- c) Records and reporting forms as per SMS
- d) Type of equipment used on vessel, including manufacturer’s specifications.
- e) Critical Spare Parts List as per PMS.
4.6.3.2 Pollution Prevention Equipment
a) The pollution prevention system means the equipment and materials specified in SOPEP/SMPEP.
b) The Chief engineer / Chief Officer shall maintain and hold the pollution prevention equipment as specified in SOPEP.
4.6.4 Shipboard procedures
The procedure for the protection of environment shall include the following items:
- a) Prevention of discharge of oil from cargo spaces
- b) Disposal of bilge and oil (residue) from Engine Room
- c) Procedures for Boiler Blow down, Economizer and Turbocharger Cleaning
- d) Sewage
- e) Procedures for Deck Washing, Chain Locker and Fresh Water Tanks
- f) Air Pollution
- g) Energy Conservation
- h) Procedural Guidance on handling of chemicals & harmful substances (Noxious Liquids)
- i) Procedures for Graywater
